After Katsuki is captured by the Vanguard Action Squad, the training camp ends with U.A. dealing with the ramifications of its failure as the pro heroes prepare to infiltrate the League of Villains' hideout. Meanwhile, a brave group of students decide to take matters into their own hands and attempt to rescue their classmate by themselves.
Inside Izuku's room at the hospital, Eijiro has proposed to save Katsuki themselves with the help of Momo's device instead of letting the pro heroes rescue Katsuki. However, Tenya is vehemently against the idea. Most of Class 1-A also feel the same way as Tenya and try to dissuade Eijiro and Shoto from rescuing Katsuki; Yuga suggests that they leave Katsuki’s rescue to the pro heroes since they have been prevented from partaking in combat. Fumikage agrees with Yuga and doesn’t say anything else regarding the matter since he is in no position to state his thoughts after being saved many times. Tsuyu understands that everyone is distressed and asks Shoto and Eijiro to be level headed because if they go along with their plan thinking with their feelings, then their actions are no different than villains. Everyone remains silent. A doctor enters and asks Class 1-A to leave so that he can speak to Izuku privately. As Class 1-A leave the room, Eijiro tells Izuku that they talked with Momo yesterday and have decided that they will rescue Katsuki tonight; he doesn’t ask for Izuku’s help because of his serious injuries but if he wants to help since he understands that Izuku is frustrated the most, then they will wait for him outside the hospital before leaving. After Eijiro leaves, the doctor tells Izuku that thanks to Recovery Girl's efforts, he will be able to move his arms. The doctor explains that although his muscles and bones were healed, his ligaments have started to deteriorate; the doctor warns Izuku that if he continues getting the same injuries to his arm ligaments over and over, he will one day never be able to use his arms again. The doctor hands Izuku a letter from Kota; the letter thanks Izuku for saving him and hopes that Izuku gets well soon so that he can thank him in person. The doctor tells Izuku that he will be discharged that day.
Later that night, Shoto along Eijiro wait for Izuku and Momo. Izuku and Momo arrive but before Momo can speak, Tenya appears. Tenya is angry that they are about to repeat the same mistake he made at Hosu. Despite Izuku knowing that breaking the rules is against the law, Tenya punches Izuku in the face. Tenya is angry and frustrated that they are not taking his concerns, feelings and worry into consideration; Tenya says that he doesn’t want to see Izuku or any of them land up with severe injuries. Shoto tells Tenya that they will not engage the villains in combat while Eijiro states that their rescue will be covert. Momo states that she came along to accompany them all in order to prevent them from engaging in combat. Izuku tells Tenya that after failing to save Katsuki at the training camp, his gut feeling is telling him that he must save Katsuki. Tenya sees that they are determined and resolute and is cheered up by the fact that they won’t engage in combat; Tenya decides to go with them.
Meanwhile, inside the League of Villains’ hideout, Katsuki is strapped and restrained on a chair being surrounded by members of the Vanguard Action Squad, Kurogiri, and Tomura. Tomura asks Katsuki to become his ally, but Katsuki vehemently tells him to drop the small talk and go die.
Inside the hospital, Izuku phones his mother and informs her about his wounds. Izuku’s mother asks if he can stop going to U.A. Izuku ends the call. Izuku returns to Eijiro, Shoto, Tenya, and Momo. Tenya apologizes for punching him. Momo and Tenya remind Izuku, Shoto, and Eijiro that they are going with them to ensure that they do not engage in combat.
The group of Class 1-A students follow Momo’s device and board a train to the location the device is detecting. On the train, Izuku asks Shoto and Eijiro if they told the rest of the class about the plan; Shoto and Eijiro reply that they did although the class still tried to stop them from going through with the plan; even Ochaco tried to dissuade them by saying Katsuki will feel disgraced at being saved by everyone. Shoto tells the group that they can still turn back if they want to. However, Eijiro is resolute in rescuing Katsuki, Izuku thinks back to the phone call between him and his mother before leaving to rescue Katsuki. Izuku tells his mother that he is All Might’s successor and as the successor, he cannot sit back and relax. Back in the present, Izuku states that it is too late for him to turn back.
After two hours of traveling, the group depart from the train and follow the device which brings them to a place called Kamino Ward a place in Yokohama City in the Kanagawa Prefecture. Since they are near the League of Villains’ location, Izuku along with Shoto, Eijiro, Momo, and Tenya put on disguises they acquire at a nearby clothing shop to make infiltration easier as well as to prevent the League of Villains from recognizing them.
The disguised group exit the clothing shop and Izuku sees a broadcast of the public apology issued by U.A. The video clip shows Mr. Principal, Shota and Vlad King apologizing for failing to protect the students from the villain attack at the training camp as well as their shortcomings. One of the journalists questions what measures U.A. is taking to address the matter; Mr. Principal replies that they are taking strong measures to guarantee the safety of their students by strengthening U.A.’s security and re-examining U.A.’s crime prevention system. However, the people watching are not satisfied with their apology or measures to protect the students and are still displeased with them due to U.A. not trying to actually protect their students; Izuku sees that U.A. is being treated like criminals and notices the mood change.
League of Villains' Recruit Attempt: Katsuki's Decision
At the same time inside the League of Villains’ hideout, Tomura along with the Vanguard Action Squad and Katsuki have also been watching the broadcast of U.A.’s public apology. Tomura understands why society is criticizing U.A. for their failure and that is because the current hero society is not just. Spinner agrees that the current Hero society isn’t just since the modern Heroes are only doing their job for compensation and not out of selflessness. Tomura explains that the League of Villains are fighting for a just society and intends to win this battle. Tomura orders Dabi to remove Katsuki’s restraints, although Dabi is unsure since Katsuki might attack; Tomura wants to treat Katsuki as an equal and is aware that Katsuki knows he has no possibility of winning. Dabi has Twice remove the restraints. As Twice removes the restraints, Mr. Compress apologizes to Katsuki for forcibly kidnapping him and explains that the League of Villains is not just a group of hoodlums perpetuating crimes nor did they casually abduct him; he goes on by saying that everyone in the League of Villains is shackled by the current society and hopes that Katsuki understands their discrimination.
Katsuki’s restraints are removed. As Tomura approaches Katsuki, Katsuki attacks Tomura with his Explosions. Katsuki tells the League of Villains that it is pointless to try and make him change his mind as he has already been won over by the way All Might looks when he wins. Katsuki says that from the beginning he has dreamed of becoming a hero and surpassing All Might and nothing they say will change that.
The smoke from Katsuki’s Explosions clears and Tomura sees that the hand on his face has been blown off as a result of Katsuki’s attack.
At U.A.’s public apology broadcast, Shota tells the reporters that he decided to let the students fight due to not knowing the full situation in order to prevent the worst possible situation from happening and as a result, no students were killed (which is the worst possible outcome in his opinion); Mr. Principal states that the situation would have been much worse if Tetsutetsu and Itsuka did not defeat the gas-masked villain. Mr. Principal also says that they are seeing to the well-being of their students and have not seen any signs of emotional trauma. The reporter asks the principal if U.A. had already failed in securing the students' well-being due to not checking Katsuki’s mental instability and his “villain-like” performance during the Sports Festival. Mr. Principal, Vlad King, and Shota know that the reporter is purposely provoking them with this particular question. Shouta answers that out of all the students, Katsuki was the one who showed that his conviction to be a hero was the strongest and believes the villains' to be foolish if they think that they can turn Katsuki into a villain. Mr. Principal backs up Shota by saying that they are working with the Police Force to investigate Katsuki’s whereabouts and promises to retrieve him.
Katsuki has been watching and listening to U.A.’s public apology after he was released from his restraints and tells his captors that U.A. are correct about him desiring to be a Hero. Katsuki taunts the Vanguard Action Squad and Tomura, telling them that his combat authorizations have not been revoked. However, Dabi, Himiko, Kenji, and Mr. Compress are not intimidated; they wonder about Katsuki’s mental state and conclude that he has messed up by going against them. Kurogiri attempts to help Tomura, but he is silenced when Tomura glares fiercely, which stops Kurogiri and makes Katsuki tense. After picking up his hand and putting it on his face, Tomura understands that Katsuki will not be convinced to join them with mere words alone and realizes Katsuki’s importance. Tomura also knows that time is of the essence and decides to ask for the “force” of his teacher to help him convince Katsuki. Tomura's master, who has been watching Tomura on his computer, commends his apprentice for his wise decision.
The disguised Izuku, Eijiro, Shoto, Momo, and Tenya followed Momo’s device to the coordinates of the tracking button and reached the supposed hideout of the League of Villains. However, Momo notes that the villains have not made any moves and reminds them that the possibility of Katsuki not being in the hideout. Tenya reminds them that if he sees anything dangerous or combat, then he will not hesitate to stop them. Izuku thanks Tenya and starts thinking about their options in “true Midoriya” fashion according to Eijiro and Momo. Afterwards, Momo, Tenya, Shoto, Eijiro, and Izuku prepares to enter the supposed League of Villains’ hideout.
Meanwhile, the Police Force along with Naomasa and the large pro hero team consisting of All Might, Endeavor, Best Jeanist, Edgeshot, Kamui Woods, Mt. Lady, Tiger and Gran Torino are preparing to invade the League of Villains’ hideout. Best Jeanist mulls over his failure to try and help change Katsuki’s personality while Tiger notes that his teammate Ragdoll was also kidnapped and believes that based on the tracking device, there are multiple League of Villains hideouts. Naomasa states that they know the hideout Katsuki is in and tells the Pro Hero team that while investing their efforts in rescuing Katsuki, they will capture the other hideouts to block off the League of Villains’ escape route. All Might and Gran Torino converse between themselves and conclude that All For One is making a move.
Counter Attack of the Pro Heroes!
The time for the pro heroes and the Police Force to initiate the rescue operation has come; Naomasa tells everyone that the rescue operation is a battle of speed and to not let any villains retaliate. Naomasa reveals that U.A.’s public apology broadcast was to deceive the villains into thinking that the heroes were having a hard time and could not afford to attack today; thus the pro heroes and the Police Force have the element of surprise on their side for their counterattack since the League of Villains are not expecting them to attack now. The pro heroes and the Police Force head out and stand in front of the League of Villains’ hideout; All Might prepares to attack.
At the supposed League of Villains’ hideout, Izuku, Eijiro, Tenya, Momo, and Shoto prepare to infiltrate the hideout. Eijirou sees that the hideout is similar to a warehouse while Izuku sees that the front gate is overgrown with weeds and assumes that the League of Villains was trying to disguise their hideout by making it look dilapidated. Two drunken people approach the group, causing Tenya and Izuku to act cool in order to drive them away. Seeing that there are shady characters on the street now, Shoto suggests that they distance themselves by going to the back of the hideout. The group head towards the back and reach a window. Izuku tells the group that they should scout and not do anything drastic. However, it is dark inside the hideout. Before Momo suggests creating night-vision goggles, Eijiro takes out a pair of night-vision goggles. Izuku and Eijiro stand on Shoto and Tenya respectively to see inside the window of the hideout. Eijiro looks inside with the night-vision goggles and quickly hands Izuku the night vision goggles. Izuku sees through the window with the night-vision goggles and sees three tanks with Nomus in them; Izuku realizes that the location that he, Eijiro, Shoto, Tenya, and Momo have arrived at is not the League of Villains’ hideout but their warehouse where they manufacture and store Nomus.
At the actual League of Villains’ hideout, Katsuki wonders about Tomura’s teacher. Tomura orders Kurogiri and Mr. Compress to knock out Katsuki. Knocking is heard on the door; it is the pizza guy, which confuses Tomura and Kurogiri. Suddenly, All Might smashes into the hideout, which shocks Tomura, Kurogiri and the Vanguard Action Squad. Tomura attempts to order Kurogiri to create portals, but Kamui Woods swings in and uses his Lacquered Chains Prison to restrain Tomura, Kurogiri and the Vanguard Action Squad, which prevents Kurogiri from creating an escape route. Dabi prepares to use his flames to burn away Kamui Woods’s wood, but Gran Torino kicks Dabi. Stopping Dabi from using his Quirk.
All Might, Kamui Woods, and Gran Torino have restrained the League of Villains’; Mr. Compress realizes that U.A.’s press conference was just a diversion so that the League of Villains’ would lower their guard. The door opens, revealing Edgeshot to be the one playing the role as pizza guy; Edgeshot notes that the Pro Heroes won't be so careless as before while some members of the Police Force move into the room. Edgeshot also comments that the Police Force and other Pro Heroes have surrounded the parameter outside.
Outside, Endeavor complains that All Might led the raid instead of him. Naomasa informs Endeavor that he can stop any villain that tries to escape since he has a wider field of view All Might; Endeavor agrees with Naomasa's analysis.
All Might sees Katsuki and compliments him for not being scared, much to Katsuki’s chagrin. Tomura tells the heroes that they are also not a few in number and orders Kurogiri to being in all the Nomus. However, Kurogiri isn’t able to bring in the Nomus with his Quirk since they are not there, which surprises Tomura.
At the League of Villains’ warehouse, Mt. Lady smashes the front of the warehouse by slamming a truck onto the warehouse with her foot, which shocks Izuku and his group. Mt. Lady along with Tiger, Best Jeanist, and another pro hero infiltrate the partially destroyed warehouse and apprehend all the Nomus while Tiger rescues Ragdoll.
At the League of Villains’ hideout, All Might criticizes Tomura for underestimating the pro heroes, the Police Force as well as the unwavering spirit of youth. All Might declares that it is game over for Tomura and the League of Villains.
Tomura refutes All Might’s claim who says that it is the beginning of the League of Villains and they will extinguish the society All Might has created. Tomura orders Kurogiri to create portals so that they can escape. However, Kurogiri has fainted due to Edgeshot using his Quirk to paper thin his body enough to enter Kurogiri's body and knock him out from the inside. Gran Torino asks Tomura the location of All For One. Tomura becomes silent and begins reminiscing his past; he suffered in a terrible incident and no hero came to save him. However, his teacher was the one who saved him. The flashback of his childhood enrages Tomura, causing Tomura to scream out his hatred for All Might.
Power of the Dark Side!: All For One Makes His Move!
Suddenly, mysterious black liquid appears out of thin air with Nomus appearing out of the phenomenon which surprises the League of Villains and then Pro Heroes; Edgeshot notices that the black liquid is not Kurogiri’s doing since he is unconscious. More Nomus begin appearing from the masses of the mysterious black liquid. All Might grabs Katsuki. However, Katsuki begins dissolving into the black liquid and disappears, much to All Might’s fury. Kamui asks for reinforcements. However, Kamui sees that Naomasa, Endeavor, and the Police Force are being attacked by dozens of Nomus that are appearing out of multiple black liquid-like gates. Naomasa calls the warehouse infiltration team for backup but they do not reply. Tomura realizes that what is transpiring is the work of his teacher.
Two minutes earlier at the League of Villains’ warehouse, the Pro Hero group consisting of Mt. Lady, Best Jeanist, Tiger, and Gang have apprehended the Nomus and secured the warehouse. Tiger attempts to speak to Ragdoll, but she does not respond as she is unresponsive. Outside the warehouse, Izuku and his group decide that they should head home. As Izuku, Eijiro, Shoto, Tenya, and Momo start leaving, someone appears in the darkness before the Pro Heroes. The person standing a few meters away from them is the user of All For One. The villain apologizes to Tiger and explains that Ragdoll is in a comatose state because he stole her Quirk, Search, which is a Quirk he found to be quite useful. Best Jeanist prepares to act and orders his fellow Pro Heroes to stop the villain.
Before the Pro Heroes can act, the entire warehouse is completely destroyed and the surrounding area has suffered extensive damage as well. It is revealed that All For One unleashed a blast wave that has seemingly killed the Pro Heroes, destroyed the warehouse and dealt significant damage to the surrounding area in less than a second. All For One is livid with the Pro Heroes for interfering with his apprentice, Tomura who has started thinking for himself as well as leading others by himself and hopes they no longer bother him. All For One’s deadly aura utterly terrifies Izuku, Eijiro, and Shoto. Izuku starts to realize who the man above them is since All Might told him about All For One; Izuku is in utter disbelief that he must eventually face such a monster in battle.
All For One decides to quickly get rid of the pro heroes and Police Force that are apprehending the League of Villains.
At the League of Villains’ hideout, Tomura, Kurogiri and the Vanguard Action Squad are entrapped in the mysterious black liquid. All Might and Gran Torino attempt to stop them but the mysterious black liquid teleports Tomura, Kurogiri and the Vanguard Action Squad away from the hideout. Kamui Woods mulls over his failure in restraining the League of Villains while Edgeshot tells him not to worry since they could not do anything either. Four Nomus attack All Might. However, All Might defeats the Nomus with Oklahoma Smash. Outside the hideout, Naomasa along with Endeavor and the Police Force continue battling the dozens of Nomus and have the upper hand. All Might appears and decides to leave the rest to Endeavor.
At the destroyed League of Villains' warehouse, Best Jeanist along with Mt. Lady, Tiger, and Gang Orca have survived the blast but are heavily injured. All For One claps his hands and praises Best Jeanist for using his Quirk to pull his fellow Pro Heroes out of the way in order to reduce the blast’s impact on them. Despite his heavy injuries, Best Jeanist attempts to fight back and begins sending fiber strings. However, All For One impales Best Jeanist from afar, which seemingly kills Best Jeanist. All For One mentions that he doesn’t need Best Jeanist’s Quirk because it doesn’t suit Tomura's personality.
Behind a ruined wall, Izuku along with Shoto, Eijiro, Tenya, and Momo are paralyzed by fear due to Sensei’s overwhelming presence and are unable to move. Suddenly, Katsuki materializes from the black liquid in front of All For One, which catches the attention of Izuku’s group. All For One apologizes to Katsuki as Tomura, Kurogiri and the Vanguard Action Squad materialize from the black liquid as well. All For One sees that his apprentice, Tomura, has failed again. However, All For One is neither angry nor disappointed with Tomura and encourages Tomura to try again since he still has the Vanguard Action Squad and Katsuki whom he deemed important. All For One implores Tomura to continue trying as many times as he likes since everything is for his sake.
Izuku figures out that the enemy has not realized their location and decides to do something to rescue Katsuki; Izuku plans to use One For All Full Cowl, jump towards Katsuki and run away but he quickly dismisses the plan after seeing that escape is impossible. Izuku attempts to move since the opportunity to save Katsuki is in his grasp unlike last time. However, Tenya stops Izuku from moving.
Clash Between the Forces of Light and Darkness!
Suddenly, All Might appears above All For One and attacks him, but All For One, who detected his arrival, blocks All Might’s attack. All Might declares that he will take everything back while All For One wonders if All Might will attempt to kill him again.
All Might and All For One clash, which creates a shockwave that sends Katsuki, Tomura and the Vanguard Action Squad backwards. Both All For One and All Might criticize each other for becoming weaker. All Might declares that he will save Katsuki and won’t repeat the same mistake as he did five years ago and this time he will definitely put All For One behind bars along with the League of Villains. All Might charges at All For One. However, All For One sends a huge blast wave at All Might, causing the Symbol of Peace to be sent flying away with great force. All For One’s blast wave attack not only hits All Might but destroys several buildings in the process.
Katsuki becomes concerned, but All For One tells Katsuki not to fret since his blast wave attack isn’t strong enough to kill him. All For One orders Tomura to escape along with Katsuki and comments that his black liquid warping Quirk won’t help Tomura and the League of Villains escape. All For One uses a Quirk that forcefully activates Kurogiri’s Warp Gate, which causes a portal to open. All For One orders the League of Villains to escape into Kurogiri’s portal. Suddenly, All Might reappears onto the battlefield, refusing to allow his arch nemesis to escape and charges at him. Before heading into battle, All For One tells Tomura that he can still grow stronger.
All For One and All Might clash again. Mr. Compress uses his Quirk on the unconscious Dabi and tells Tomura that they should escape while they can. The League of Villains prepare to take Katsuki while Katsuki prepares for battle. Meanwhile, Izuku, Shoto, Eijiro, Tenya, and Momo are still behind the wall and have overheard everything that has transpired.
Himiko, Twice and Mr. Compress engage Katsuki, but Katsuki fends them off with his Explosions. All Might attempts to help Katsuki, but All For One stops All Might. Izuku knows that they are in a crisis and there aren’t any openings to rescue Katsuki due to All For One’s presence and Katsuki being outnumbered by the Vanguard Action Squad. Suddenly, Izuku comes up with an idea. Izuku says that the plan won’t involve fighting and that it will enable them to rescue Katsuki and escape. However, the entire plan rests on Eijiro because Katsuki will respond to him due to the friendship they have built up during their time at U.A. Tenya understands that the plan is a gamble but considering the situation there won’t be much risk due to All Might’s presence.
Izuku puts his plan into action; Izuku and Tenya hold onto Eijiro with Izuku using One For All Full Cowl and Tenya using his Recipro Burst to burst through the wall while Eijiro uses his Hardening to protect himself, Izuku and Tenya. After Izuku, Tenya and Eijirou burst through the wall, Shoto creates an ice ramp; Izuku Tenya and Eijiro jump off Shoto’s ice ramp and head into the sky above the battle between the League of Villains, Katsuki, All For One and All Might.
Katsuki Rescued!: The Willpower of the Heroes
All For One sees the trio and attempts to attack them, but All Might intervenes by punching his arch nemesis. Katsuki sees the trio while Eijiro yells at Katsuki to take his hand. Tomura tries to take Katsuki, but Katsuki uses his Explosion to launch himself towards Izuku, Tenya, and Eijiro. Katsuki grabs Eijiro’s hand and smiles.
Katsuki has grabbed Eijiro’s hand; seeing that they have succeeded, Shoto and Momo begin escaping from the area. Tomura, the Vanguard Action Squad and All Might are surprised that Izuku, Eijiro, and Tenya were in the area as well. Refusing to allow Katsuki to escape, Kenji along with Spinner and Mr. Compress devise a plan to recapture Katsuki. Kenji magnetizes Mr. Compress and Spinner pushes him, causing Mr. Compress to fly at Izuku’s group. Suddenly, Mt. Lady uses Titan Cliff and intercepts Mr. Compress, which causes them to smash into each other, preventing Mr. Compress from getting to the students. Izuku along with Katsuki are surprised at Mt. Lady’s intervention. Mt. Lady tells the students to escape before falling down and becoming unconscious.
Kenji and Spinner prepare to launch Twice into the air. However, they are attacked at blinding speed, causing them to fall down. The one responsible for striking down Kenji, Spinner and Twice is Gran Torino. The elderly Hero is annoyed that Izuku has taken on All Might’s characteristics, while All Might himself is still surprised that Izuku and some of his fellow students came to rescue Katsuki. However, All Might is pleased with their intervention as he can now fight All For One without holding back. Izuku along with Eijiro, Tenya, and Katsuki begin escaping from the battlefield. Gran Torino prepares to attack Tomura and Himiko.
Now that the tables have turned, All For One sees that they no longer can secure victory due to Katsuki’s rescue and that most of the Vanguard Action Squad is unconscious. Sensei decides to save Tomura and the Vanguard Action Squad. All For One forcefully activates Kenji’s Magnetism. Before Tomura can attack Gran Torino, he along with the Vanguard Action Squad is magnetically pulled into Kurogiri’s Warp Gate. Himiko, Mr. Compress, Twice and Spinner are sucked into Kurogiri’s Warp Gate with Kenji being thrown into the portal courtesy of Sensei, teleporting them away. As he is being sucked into the Warp Gate, Tomura calls out to his teacher concerned for his safety. Before Tomura teleports away, All For One tells Tomura to continue the fight. Tomura and the unconscious Kurogiri are teleported away by the Warp Gate, causing the portal to disperse.
All Might vs. All For One
All Might charges at All For One, but All For One uses his Transmission Quirk to teleport Gran Torino in front of him, using the elderly hero as a human shield which causes Gran Torino to take All Might’s attack instead. All For One expresses his hatred for All Might as he is the one who brought down his comrades in the past and while he descended into darkness, All Might rose to the top as the Symbol of Peace. All For One prepares to fire his blast wave move, intending of blowing away Gran Torino and All Might at the same time. However, All Might pulls Gran Torino away and uses Detroit Smash to cancel out All For One's blast wave move.
All For One sees that his destruction of the city has brought chaos and decides to put the innocent civilians in danger so that All Might won’t be able to fight at full strength. Furious with All For One’s sadism, All Might grabs his arm while throwing Gran Torino away for safety. All Might admonishes All For One for all the despicable crimes he has committed and for his misanthropy.
All Might punches All For One in the face, shattering his mask; however, All Might’s punch wasn’t strong enough to finish off All For One. As Gran Torino calls out to him, All Might's face reverts to its true form. All For One says that All Might would not be the first to criticize him as he has heard those same lines before, from the previous One For All successor: Nana Shimura.
After escaping from the battlefield, Shoto and Momo have escaped safely; Shoto contacts Izuku and finds out that Izuku and his group are at the train station. Izuku replies to Shoto that he is glad him and Momo are safe and concludes that the rescue was a success. Eijiro and Katsuki converse, with Katsuki adamantly stating he only escaped with them so that All Might could fight without holding back, and was never saved, while Eijiro is happy that Katsuki is safe.
At the battlefield, All Might whose face has partially reverted to its true form is angry at All For One for mentioning his predecessor’s name, Nana Shimura. All For One notes that Nana Shimura was all bark and no bite, only going on about her ideals and was not even strong; All For One mocks Nana for her uselessness and mentions that she died an embarrassing, shameful way. Furious, All Might prepares to attack All For One. However, Sensei uses his blast wave technique against All Might, causing the Symbol of Peace to be blasted into the air. Gran Torino catches All Might and lands him to safety on the ground. Gran Torino advises All Might to not listen to All For One’s provocations and that due to All For One’s different Quirk usage and strategies; he should only attack when All For One lets his guard down.
Up in the sky, news helicopters are broadcasting the battle; people all over the country including U.A. staff (Shota, Mr. Principal, and Blood King) and U.A. students such as Ochaco, Fumikage, Minoru, and Yuga are watching the battle between All Might and All For One. All For One decides to sever the trust in Heroes once and for all. All For One once again expresses his hatred for All Might due to taking something away from him and wants him to die in the most gruesome way possible. All For One fires another blast wave attack at All Might. All Might, seeing that an innocent civilian is trapped under rubble behind him, blocks All For One's blast wave attack which saves the civilian from being harmed. However, All Might who blocked the blast wave attack has caused him to expend his power and he reverts to his true form. All For One relishes in the fact that All Might’s true form has been exposed for all to see.
Everyone around the country sees All Might’s true form and begins panicking. All For One mocks All Might for the pitiful state he is in. However, All Might doesn’t care about his rotting body nor his exposure to the world; All Might declares that his spirit burns strongly which is what truly matters. Wanting to break his spirit, Sensei reveals that Tomura Shigaraki is Nana Shimura’s grandson, which demoralizes All Might. All Might refuses to believe, but All For One tells the Symbol of Peace that it is the truth. All For One wonders why All Might isn’t smiling and sarcastically remarks about All Might’s smile, which is something Nana would always do. All Might’s spirit is greatly demoralized by All For One’s sarcasm while All For One continues relishing in All Might’s pitiful state. The innocent civilian under the rubble encourages All Might to win and help.
Around the country, the people who are watching refuse to believe that All Might will lose even though he isn’t at his best and do not care about his true form since he has attained victory one way or another. Many citizens who are watching rally behind All Might and encourage him to win. Izuku and Katsuki also encourage All Might to win. Invigorated by the civilian, All Might activates One For All throughout the right side of his body, transforming it into its Hero form. All Might smiles and states that Heroes have many things to protect which is why they don’t lose.
End of a Generation: The Final Battle Between All Might and All For One
While activating One For All throughout the right side of his body, the words of All Might’s teacher echo in his mind, that he must remember his cause and drive to surpass his limits. In the past, All Might wished to create a world where people live their lives smiling. It is thanks to this memory that All Might manages to activate One For All throughout the right side of his body; Gran Torino is surprised that All Might can still move. However, Gran Torino fears for the worst as All Might’s appearance indicates that he has reached his limit. All For One deduces that All Might will unleash his final attack, commenting that wounded Heroes are the most terrifying of all. All For One’s comment causes him to remanence their last battle where All Might delivered the final blow to him and admits that the look on All Might’s face during that last attack has still haunted him to this very day. All For One prepares to fire his blast wave attack.
Suddenly, flames strike at the mighty villain, but All For One uses his blast wave attack to swat away the flames with ease. The person who attacked All For One is Endeavor, who is flabbergasted with All Might’s appearance. Endeavor along with Edgeshot and Shinrin Kamui came to the battlefield after defeating the dozens of Nomus at the League of Villains Hideout. All For One is surprised that the dozens of Nomus he sent were dispatched with haste even though they were mediocre and should not have taken Endeavor’s No. 2 rank so lightly. Endeavor is infuriated at All Might’s abysmal appearance and begins remembering that he devoted most of his life to surpass him, but eventually realized that the gap between them was far too great and began to fear yet begrudgingly respect All Might’s muscular form.
Annoyed with Endeavor and the other Pro Heroes’ interference, All For One prepares his blast wave attack again. However, Edgeshot uses his Quirk and great speed to attack, but All For One dodges the attack. As Edgeshot and Endeavor attack All For One, Shinrin Kamui rescues Mt. Lady, Best Jeanist and Gang Orca. Meanwhile, Tiger rescues the trapped civilian using his Quirk. Tiger tells All Might that they are helping lightening his burden and asks him to defeat All For One because everyone is wishing for his victory and no matter what he looks like, he is still everyone’s Number One Hero.
Tiger’s encouragement causes Gran Torino remember the past where he chatted with his old friend, Nana Shimura, who explained to him that Toshinori believed the crime did not fall because the people did not have any pillar or “Symbol” to put their faith in.
Growing tired with the sentimental talk, All For One blasts Endeavor and Edgeshot back. All For One activates a numerable amount of his strongest Quirks in his right arm, causing it to become an enlarged mutated arm filled with numerous deadly screws and hardened minerals.
All For One charges at All Might with his heavily empowered and mutated arm. While heading towards All Might, All For One knows from battling him that All Might no longer has One For All and tells All Might that he knows who he gave One For All: Izuku Midoriya. All For One taunts All Might by saying that he has also failed as a teacher towards Izuku due to his apprentice's recklessness.
Both All For One and All Might clash by punching each other with their enhanced fists, which creates a huge shockwave that devastates a great portion of the city. As they struggle, All For One uses his Impact Recoil Quirk to revert all the damage to All Might. However, All Might transfers One For All to his other arm, sacrificing his right arm but renders Impact Recoil ineffective. All Might says that he must indeed criticize Izuku for his actions. All For One is shocked that All Might would go to such lengths to protect his leftovers of One For All and admits that he miscalculated. All Might refuses to die until he has finished bringing up Izuku, he then counters by throwing his empowered left arm and punch at All For One who has left his guard open; All Might's punch successfully connects and hits All For One.
All Might has punched All For One, successfully hitting him. However, the punch All Might delivered was meant to lower All For One's guard which worked. All Might transfers One For All to his right arm and prepares for his final attack he will ever use. All Might uses United States of Smash on All For One, which creates a great shockwave. After the dust clears, All For One is in a crater, badly beaten and unconscious.
All Might raises his arm to signify his victory; the reporter from the news helicopter announces All Might's victory. All Might transforms into his Hero form while raising his arm, signifying that he is the Symbol of Peace which causes the citizens watching to start celebrating; Edge Shot wants All Might to preserve his strength, but Gran Torino stops him as he wants All Might to enact his dream of being the Symbol of Peace for one last time.
The Next Generation: Izuku Midoriya and Tomura Shigaraki
With the battle over, pro heroes begin carrying out rescue operations to save people who are trapped under rubble as a result of All Might and All For One's battle. Meanwhile, Endeavor and All Might watch All For One being placed in the iron maiden. Now that All For One is properly imprisoned, All Might points to the camera and delivers a message "you're next". The citizens watching take All Might's message as a warning to all villains out there, causing the citizens to praise All Might and start celebrating again. However, Izuku knows what All Might's message truly meant; that his time as Symbol of Peace has come to an end and he (Izuku) is the next successor. Izuku now realizes that All Might's time has truly come to an end and starts crying,
The next day, All For One is incarcerated into a special prison for criminals for whom the death penalty is not enough. All For One, in a wheelchair and on life support, wonders where he is, much to the prison guard's annoyance who is pushing him to his holding cell; the prison guard tells him his location. All For One apologizes, causing the prison guard to assume that he is unable to see. All For One reveals that for the past six years he has been using an Infrared Ray Quirk to sense his surroundings as a way to compensate his blindness, but due to all the sensors he is unable to sense anything and apologizes to the prison guard. The prison guard is flabbergasted that All For One fought All Might in such a condition.
In one of the holding cells, Stain is seen. While being pushed to his holding cell, All For One is not angry or upset for losing against All Might. Instead, All For One is happy because his defeat at All Might's hands will grow Tomura's hatred for All Might as well as his regret for being unable to save his sensei, which will motivate him to gain experience and become more stronger. All For One smiles, knowing that even though he lost the battle, he still will succeed as being the better teacher than All Might. All For One says to himself that Tomura is the successor who will inherit the All For One.
Thus, the battle between All For One and One For All is passed on to the next generation: Tomura Shigaraki and Izuku Midoriya.
One day after the battle between All Might and All For One, society has learned about All Might’s true form and that he will no longer be able to fight. This revelation has caused great tension and uncertainty amongst society as they have lost their “Symbol of Peace”.
At the Police Headquarters, the police officials discuss the events that have transpired; they have learned nothing new from the Nomus they captured except how they are possibly manufactured, the League of Villains ringleader, All For One, is imprisoned and All Might will no longer be able to fight. One of the police officials believes these events to be a victory. However, another says that they have lost their “Symbol of Peace” which will inspire villainy to rise once more and as a result, there is no victory. The police official comments that All For One’s imprisonment will only further motivate Tomura Shigaraki to grow and become even stronger. Another police official concludes that they have relied on the Symbol of Peace, All Might, too much which has led to these unfortunate circumstances; the police official states that the Police Force can no longer be on the sidelines by retrieving villains and must reform their policies so that they can take a more active role against villains.
At a hospital, All Might who is bandaged and recovering states that he can no longer use One For All and that although he can no longer be the Symbol of Peace, he still has things to do. Naomasa is in disbelief that Tomura Shigaraki is Nana Shimura’s grandson. On that topic, Gran Torino comments that Nana Shimura and her husband had a child. However, after her husband died due to heroics, Nana sent her son to a foster family so that he can stay away from the world of heroics. Nana then informed Gran Torino and Toshinori to not get involved with her son. All Might wishes to find Tomura, however, Gran Torino tells All Might that he is in no position to help Tomura since he has would not be able to see Tomura as a villain. Gran Torino and Naomasa decide that they will handle the search for Tomura. Gran Torino suggests to All Might that he must remain at U.A and carry out what he must still do; helping his successor, Izuku Midoriya.
At Kamino Ward, Izuku along with his group meet up with Shoto and Momo and bring Katsuki to a Police Station for his safety. Afterwards, Izuku, Shoto, Momo, Tenya, and Eijiro part ways and head home. Shoto arrives at the Todoroki Abode where his sister greets him and states that their father is in the training hall. Shoto walks by the training room and assumes that his father will take the position of Number One Hero now that All Might can no longer fight. Shoto sees the training hall, only to find that the room is nearly in shambles due to Endeavor’s rage; Endeavor refuses to accept the position of Number One hero.
Izuku arrives home and his mother is glad to see that he is safe and sound. Izuku goes to his bedroom and lies on his bed, exhausted from everything that has transpired and wonders if he made the right choice to rescue Katsuki. Later that evening, Izuku receives a message from All Might. Izuku runs out of his home and heads towards All Might’s location.
At the Dagobah Municipal Beach Park, Izuku goes to All Might. However, All Might greets Izuku with a Texas Smash as a part of his scolding. All Might reveals to Izuku that he can no longer use One For All and demonstrates this by entering his hero form, only to exit it in a split second afterwards. All Might informs Izuku that he is retiring as a Hero since he is in a state where he cannot fight anymore. All Might scolds Izuku for never doing what he is told and for his recklessness in rescuing Katsuki. However, All Might is glad that his recklessness did not get him injured this time and is proud of Izuku for that. All Might hugs Izuku and apologizes for not being a proper mentor towards him, but from now on he will focus solely on Izuku’s development and training.
Izuku begins to cry, to which All Might scolds him for again. Izuku now fully understands that the age of All Might has come to an end.
A New Era of Teaching Begins
The Hero Billboard Chart JP, a chart that tabulates the rankings of pro heroes in Japan twice per year, announces the headlines; All Might’s true form has had Japan and even the Hero Headquarters in America in an uproar. All Might’s retirement has also contributed to this uproar. Best Jeanist, the Number Four Hero, survived the Kamino Ward incident and is taking a rest from his duties as a Hero for an extended amount of time. Meanwhile, the Number 32 Hero, Ragdoll whose Quirk was stolen (reported by the Hero Billboard Chart as an abnormal change) has become unfit for duty and thus her pro hero career has been put on hold indefinitely.
At U.A, Mr. Principal thanks All Might for his victory against All For One as many lives were saved thanks to his intervention. Even though All Might will be continuing as a teacher, Mr. Principal points out that since All Might is no longer able to fight, the parents’ of the U.A. students, as well as society, are anxious and worried about the safety of the children. Mr. Principal reiterates that they must instill faith and confidence in heroes. Blood King agrees with Mr. Principal and vows to nurture, raise and protect the students more strongly than before. Mr. Principal decides that now is the time to implement a plan he had in mind for quite some time. Mr. Principal and Blood King will visit the parents of Class 1-B while Shota and All Might will visit the parents of Class 1-A as part of the plan. The plan Mr. Principal wants to implement is the transition of U.A. to a boarding school.
Shota and All Might visit Kyoka Jiro’s house. Inside, Mr. Jiro is concerned about his daughter being put in harm’s way under U.A.’s supervision and isn’t too fond of sending his daughter to U.A.’s dormitories. Shota admits that U.A has been negligent in their duties and vows to correct them as well as raise Kyoka into a fine hero. Kyoka, who has recovered, tells Shota that her dad has already agreed to the relocation of the students’ after seeing All Might’s fight with All For One, happy that his daughter will grow into a powerful hero like All Might.
Shota and All Might leave and travel by car; Shota is surprised that he wasn’t given a reprimanding or any harsh criticism. The next home Shota and All Might visit is the home of Katsuki Bakugo. Inside the Bakugo household, Katsuki’s mother agrees to the U.A.’ students’ relocation, being more than happy to send her son away. Katsuki and his mother begin arguing with each other while Katsuki’s father tries to calm them down. After calming down, Katsuki’s mother notes that Katsuki’s rashness along with his gifted abilities has resulted in him being pampered and getting shallow praise for what he has which has resulted in his arrogant nature. However, Katsuki’s mother is happy that Shota sees her son for who he is instead of his gifted abilities. Katsuki’s mother once again agrees to leave Katsuki in U.A.’s care since her son returned home safe and sound thanks to the pro heroes and asks Shota to make her son into a fine hero.
As Shota and All Might leave the Bakugo household, Katsuki asks All Might what Izuku is to him. Unable to tell Katsuki the truth, All Might informs Katsuki that Izuku is a student to him who has great potential just like Katsuki. Satisfied to a degree with All Might’s answer, Katsuki thanks All Might for everything and goes back inside his house.
All Might decides to visit Izuku’s home by himself while Shota visits the rest of Class 1-A. All Might enters the Midoriya household, with Izuku and his mother flabbergasted that the former Number One hero has entered their abode. After the three sit down at the table, All Might asks Izuku’s mother for her permission to send Izuku to the U.A. dorms. However, Inko is against it. Inko explains that she is worried about her son since his Quirk damages him rather than helps him and is deeply concerned about her son’s future as a pro hero after witnessing All Might’s brutal battle, unable to bear the fact that Izuku will also have to face such bloody battles with possibly no hope of full recovery. Inko states that she has no confidence in U.A. and is unable to entrust her son to them.
Inko continues saying that she doesn’t want her son attending an irresponsible school like U.A. Izuku tries to convince his mother that his injuries are a result of his inability to control his Quirk, but Inko replies that regardless it is still the responsibility of U.A. to take care of their students which they have not done. Inko understands that she is being a strict parent but the safety of her child is her number one priority and she is fine with Izuku continuing to become a hero since it is his dream as long as he is in a safe environment, which is why she wants to send Izuku to another school. Although he understands his mother, Izuku wants to continue his dream at U.A. since that is where All Might became a hero.
Izuku runs out of the room while All Might understands Izuku’s frustration; that it must be painful to not being able to study at the same place his idol went to. Izuku returns to the room with a letter in his hand; the letter is a thank you from Kouta. Izuku tells his mother that at the training camp, he saved a boy who hated Quirks and Heroes from a villain. Izuku understands that he has a long way to go but for a little while, Kouta and his thank you letter made him a hero. Izuku declares that even if he cannot study at U.A., he will still keep dreaming to become a hero.
All Might is shocked that Izuku is willing to continue his dream even though it is not as the same place as his idol; All Might is impressed with Izuku’s growth and is glad that he is going on his own path instead of following him, his idol. All Might transforms into his Hero form and kneels before Izuku and Inko, bowing his head, much to their shock.
All Might apologizes to Inko for his negligence as Izuku’s teacher and understands that she is worried about the bloody path of a hero; All Might asks Inko to allow him to walk together with Izuku down his path so that he doesn’t have a bloody future. The former Symbol of Peace also understands Inko’s concerns about the current U.A and tells her that they are reforming their ways. All Might promises that he will nurture and protect Izuku even at the cost of his own life.
Inko is shocked at All Might’s resolve, causing her to fall to her knees. Inko states that all she wants is Izuku to be happy and tells All Might that he should never trade his life away for someone else’s sake. Inko tells All Might to continue living and that as long as he can protect and nurture Izuku, she will not stand in Izuku's way. All Might pledges to protect and nurture Izuku while Izuku tells his mother that he will not worry her.
Outside, All Might compliments Izuku’s mother for being a wonderful parent, telling Izuku that she reminds him of his master. All Might leaves and tells Izuku that he will see him at U.A.
